San Juan MRC - Southern Resident Killer Whale Disturbance

One of the key threats to the endangered Southern Resident killer whale (SRKW) is vessel disturbance. Following the outcomes of the MRC-hosted community workshops of 2017 and 2018 and areas of concern identified by the Governor’s Southern Resident Orca Task Force, San Juan MRC continued their efforts to address boater behavior and awareness with respect to the SRKW. This report provides a summary of the outreach efforts, project participation and core accomplishments of the MRC over the course of the 2019-2020 grant year. Additionally, the report also provides an outline of expected efforts for the 2020-2021 grant year.

Island MRC Outreach 2019-2020

Outreach is an important aspect of the work of the Island County MRC, including internal communications to Island County leadership as well as external outreach to the local community. Outreach is an integral component of each MRC project – whether a highly visible restoration project or behind-the-scenes data analysis. By helping the community understand what the MRC does and why, the MRC hopes to increase public interest in learning about and caring for the local marine environment. Due to the emergence of COVID-19 and subsequent precautionary measures, the MRC had to make adaptations to outreach efforts, such as making more materials and resources available online. These adaptations are likely to continue into the future, and offer the opportunity for creative outreach techniques, and the potential to increase accessibility of  resources.

Island MRC Hoypus Point and Possession Point Restoration Feasibility

Blue Coast Engineering, LLC assisted Northwest Straits Foundation and Island County Marine Resources Committee  with a feasibility study to evaluate potential for armor and debris removal to restore nearshore processes at two sites on Whidbey Island. The two proposed project locations are both owned and maintained by Washington State Parks. One, Hoypus Point, is on the north end of Whidbey Island, east of Deception Pass. The other, Possession Point, is on the south end of Whidbey Island, near the Clinton Ferry Terminal. The goal of the feasibility study was to select one of the two site locations to move forward into conceptual design. Site selection was based on the results of the feasibility evaluation, which included evaluation of ecological benefit, site constraints and construction cost for the proposed restoration work at each site. A conceptual design, including an engineer’s opinion of construction cost, was developed for the preferred site. This report summarizes the feasibility study, documents selection process for the preferred site location, and outlines the conceptual design for the preferred site.
